2,4 These sound like questions from a Diablo (II) Player

..if not sorry (I've never played WoW so Diablo the first thing that came to mind) but it's interesting that they'd be the ones I'd ask too since I came from playing Diablo as my main RPG-like-type game...ish...thingy. Anyways,
2.) Rangers in this game have learned to make magic arrows out of their armour If you look closely they pull it out of an invisible quiver before they nock (sp) it. Though every time they fire it you can see the arrow angle away from the target before shooting towards it. (You do not need to aim, just target). In short, you do not need to buy arrows.
4.) The only permanent thing about your stats is your primary profession, which brings with it the primary attribute. Any attributes you have (including your primary attribute) you can modify the skill level to your hearts content, but only when you are not in a combat area, with some exceptions.
5.)
Wiki is god.
Back on topic, if you need more information head over to
GuildWiki. They have lot of useful information for beginners (in the top-right section of the first page) about the game, including mechanics, introductions, storylines, and useful acronyms you will see in the game. If you're in the game, you can ask ppl in the game any questions you may have. Ignore the people who call you a noob (n00b or any variations) and just listen to answers. Or if you want, go out and explore. There are no permanent penalties for dying (well, one but it's a title and you need not worry about it now, just get familiar with the game) and you will learn very quickly how to play the game. The only way for someone to learn how to swim is to get into the water. Guild wars has an excellent introduction system for beginners.
Oh, and if you do get the game, enjoy. If you get the first chapter (called Guild wars Prophecies or something like that) Here's one good tip. Any dyes you get, do not sell them for less than 100 gold each. They are worth more than the 1 gold you get from the merchant and there is a place later on in the game you can get more money for them.
I'll be around for a while, let me know if you need more help even when you have the game. A lot of it is exploring and very fun.
Cheers.
