How much in Beast Mastery do you have? Are you using a zealous weapon?
Keep in mind that you can use Flail for no energy cost, and it's a 33% attack speed gain, as opposed to the 25% of Tiger's Fury.
If you use Flail, you can save those attribute points, and switch secondaries if you feel like it.
Otherwise, looks good. I'm glad to see you have a res on there.
If you do decide to take Flail, you might even look into W/P.
W/P gives you access to Enduring Harmony. With it, you can make "For Great Justice!" last a respectable amount of time - 30 out of 45 seconds - instead of 20.

In my experience, Healing Signet is not necessary. I know some warriors feel very uncomfortable without it, and it's true that in a bad group, not having Healing Signet can hurt your DP.
If I take Healing Signet, it's to relieve pressure from the monks after a battle, there is no skills necessary to "cover" the -40 armor.
If you did take another skill to "cover", where would you put it? To me this looks like a good offensive build, which is what a warrior *should* be. Covering the -40 would involve losing one of your precious attack skills, most likely, since FGJ is practically non negotiable, as is res. You're moving from a good warrior to a bad one, if you do that, imo. If I was to make a single change, (besides possibly switching to Flail), it would be to take Enraging Charge or Rush - to deal with kiters and/or add adrenaline. I suppose Hamstring would also work, but it's a little harder on the energy.
Of course Sever->Gash can be meaningless at times, but I'm sure he's prolific enough to put Standing Slash and the other Galrath in their place, when he's facing those mobs in excess amounts.

What are your attributes?
Is this for PvE? If yes, then keep in mind that there are enemies like undead, golems, etc that do not bleed and when you encounter them the SA + G combo is worthless.
You have nothing to offset the -40 AL from the healing signet.

Yea i was thinking of using Tiger Stance from the BM line but Flail is much more practical and I can use Storm's Embrace to counteract the speed debuff when the PvE monk enemies run.
And as a poster mentioned before not all monsters take bleeding at all. Be sure to have an alternate attack line like Counterattack -> Galrath Slash or Final Strike. The Riposte line or Dryer's Defense is also nice for evasion while using the infamous Healing Signet.
As for Weaponry I find the 10% Furious mod more useful than For Great Justice. I know it sounds odd but with any IAS you will be getting alot of adrenaline quite quickly, so I substituted that shout for Antidote Signet.

I'd rather take Natural Stide over Storm's Embrace, because of the lower recharge.
I would never take Dryder's Defense.
I would stay away from ripostes, because they depend on something hitting you. You don't get hit all the time, or even close to it as a warrior. Which is why I make no attempt to tank.
Also.. losing FGJ on a Dragon Slash build?? Get off the acid, man. >.<

Then I would totally agree with you, I never take FGJ unless I also have Dragon Slash. If you ever want to go cap it, PM me, I'll have time after finals are over.

uh...final thrust+dragon slash sucks. A lot. I personally think the build was fine, other than dropping silverwing for sun+moon since you're under FGJ. I'd also bring a better IAS then Tiger's fury (flail, perhaps? or Ideally, frenzy) and work in enraging charge (drop heal sig, don't play with crap monks).
As Jesh noted, drop sever/gash if your running into gobs of non-bleeding mobs.
You should be a DPS machine, however, you really need to have good monks to make it work at it's full potential. So play with guildies, or setup heroes properly so you don't have to deal with orison spamming carebears.

The point of sever and gash with DS isn't to spike, really, it's to try and be a wannabe triple chopper and lay out as many deep wounds as possible.
BTW. I hate taking Sun and Moon unless it's your only attack skill while under FGJ. Why? Because the damage sucks. I would much rather use Silverwing/Galrath/Dragonslash chained. Any more attacks is a waste.

DS enables you to spam Sever+Gash on all enemies. Of course you switch targets. It may not be pretty, but if you do this, it comes out quite a bit ahead of moves like Silverwing/Galrath, I find.
Of course for mobs that don't bleed, you need to switch skills. I feel like I've typed this a million times. x_x
