can someone tell me good weapons for touch rangers to use?

The endgame greens from factions have these mods, but they're a pain to get.
You're best bet is to just roll a pvp character because the build isn't that strong in pve (it was able to farm a few bosses, and probably still can); gordac's needle also has this setup on the wand, and is in phropecies. I don't pve enough to know current prices on it. Gordac's hook blood is also a suitable alternative to the offhand.
You could also use the factions endgame blood staff, but you don't get the dual recharge off of it. You do get more energy though, which is kind of nice, but the dual hsr is a must the more and more I think about it.

On a side-note, the new NF staff would do the job, probably better than Factions wands + off-hands. Try to get a staff +10e, +5e^50, HSR 20%, +30hp, +5e (for a total of +20e - or +15 under 50 - and +30hp). or even a +15e +60hp staff in blood magic.

most exped touchers use 3 sets
a simple +5nrg +12 nrg kit
a +15/-1 +12 nrg kit
and a +15/-1 +12nrg +15/-1
this way you can touch pretty long
