If you go to the Holding of Chokhin but instead of going into the palace your go as far as you can go to the left then you'll run into these Souls/Ghosts that are floating everywhere

They have will o'the wisps in Tyria, too- there are several just south of the Temple of Tolerance in D'Alessio Seaboard, and in a few of the other swamp areas as well.
