I know everyone generally hates Touchers because they are cheap, simple, and boring, but has anyone tried any Touch builds on heroes?

Ah. I thought something like that might happen. That's why I figured it would be easier to simply post the question before I left then to try it myself later.

Its like the R/N build used for the AFK LB farming i believe. Ideally they would keep the enemies under constant pressure, but they seem to be slow at using some skills. Scarabs typically only used Vampiric Touch when they were starting to take damage. So it wouldn't work.
Even if it did, they'd be that bad with the AI and E-Management you'd be better running a proper build anyway.

Same here. She goes in for close range and does a fine job at spamming skills. Only times she had stayed back and used a staff to attack instead is when I have her flagged too far away from the target.

Jin does really well with a standard touch build (see wiki). The only mods I needed to make was an +5 nrg weapon (totem axe) and an +nrg focus that will provide at least +6-8nrg. Having an armor mod on the focus is a bonus.
Also a superior expertise rune is a must.
Additionally replace at least one defensive stance with a blood line signet (I use barbed) to further help with nrg consumption.
One thing to note though, DP and the associated energy loss becomes problematic for her.
Now if I can just convince the hero monk not to bother healing her so often ..

. Energy seems to be a slight problem because she doesnt use Oof enough. Storm chaser is nice for this.
