You need to have reached a certain Sunspear Rank to do that quest - are you highly ranked enough?

he should be right outside the astralarium which you don't have on your map. its to the east side of the map you have shown there. i can see the zone portal on your map but i dont think you got close enough to it

Now a First Spear, also, I just went into the Astralarium.... No General to be found.

Maybe he's playing hide-and-seek.
