Up to you. GW has various "artifacts" that are related to Gwen: torn cape, tapestry shred, broken flute, preserved flower. Since there's been nothing found in Cantha, I'd guess that Gwen travelled east sometime during the searing, maybe being protected by the Forgotten.
I'd say dump it and/or just hold it on a pre-searing mule. That way if it becomes important you still have it.

I encountered Gwen the other day... well a pyro assassin (A/E) character named Gwen Is Back. I got a real kick out of it.

If someone has any extra Torn capes I'll pay them 2k for one. I know many people have tons of them as it was a free multi-spawn pick up, but I reckon people won't respond if I offered anything less.

Unfortunately, nothing new with the expansion... and unforutnately, anything else would be pure speculation. Personally, I think it's just a dead end, that Anet had considered using to expand gameplay, but ultimately decided to go with other options. Until they decide to re-explore the Gwen saga... there's not much point discussing the finer points of the lore.
