PC on skull bow w/ mods

The bow i need a PC on is a "Poisonous Skull Recurve Bow of Enchanting"

Specs:

Piercing Damage 15-28 (req 12 marksmanship)
Lengthens Poisen Duration on foes by 33% (stacking)
Enchantments last 20% Longer
Inscription: Let the Memory Live Again
Halves skill recharge of Spells (chance 10%
