Concept was to use Glimmering Mark to do something useful. In this case, it fuels Disrupting Throw to provide interruption and blinds as well.
The ever popular Lightning Orb allows for spike damage.
Comments/Criticisms welcome. It is just a draft.

I was actually considering doing this! I love the idea...should mention one thing though...need a spear with a Shocking Spearhead. There is the endgame spear... Spirit of the Forgotten ...or you would have to make one. I have decided to make one since I'm not planning on using Air Attunement and only plan on using one enchantment with a fixed duration (I'm going P/E). I have a nice spear and a shocking head for it...and I'm planning on putting on a +30HP spear grip.
My idea was to use:

...and some spear attacks...that's as far as I got
I would probably max out Motivation and use Leader's Zeal as my energy-management (although you wouldn't need this if you were primary ele I guess)...and put points in Air Magic and Spear Mastery.

I don't know how long Glimmering Mark lasts at 15, but assuming it lasts 16 seconds, you have two chances to interupt someone. Because of the recharge time of Disrupting Throw, which is 10 seconds, you can do it twice. Assuming you do it after GM is cast, and you take into consideration any air time.
Also, if you assume you can hit the foe at the 15th second, you get 3 seconds of blindness, which makes blindness goto the 18th second. But since the recharge time is 10 for Disrupting Throw, at best (assuming 0 air time), you throw at the 1st second, the 11th second, then the next time is at the 21st second. Thus, you need a longer duration for your hex. I know you can recast GM as the recharge time is 15 seconds, to no problems, but the cost of your spells, your DT, and the recasting of GM constantly may be too much for your max energy (even with Air Attunement).
Anyway, it is a nice idea. I'd swap lightning orb for Glyph of Elemental Power. This glyph gives you an added 2 levels, so you can cast GM at lv 17 instead of 15.

I've been looking at constant blindness with GM or constant kd with Thunderclap. With GM, I don't have any good disrupt skills. Was thinking shock daggers with an Assassin and disrupting skills, but energy management looked like a problem.

Just looking at the OP's build again...is it really necessary to max out spear mastery? I reckon you wont notice much difference if you drop it by a few points...and also on the occaisions where you only take Disrupting Throw and no other Spear Attacks there isn't actually a need to have anything in Spear Mastery as Disrupting Throw isn't affected by attribute.

Pick Me, the problem with lightning strike is it doesn't do enough damage.
Actually I was thinking of using Barbed Spear or Enervating charge just to get a longer duration condition.
It shouldn't be hard to get a shocking spear.
The only reason why spear is maxed is to get some DPS out of using a spear.

It depends on your point of view.
Lightning Strike does more damage per energy used than Lightning Orb. However, LO does more damage per second.
I look at it by how much damage I can do with the amount of energy I have. Constantly casting with some spear damage may endup with more energy consumption than you can get away with.
If you plan to spear more, look at getting an adrenaline skill, like barbed spear. Causing more dps, more conditions, and more use out of your spear.

True. Lightning Strike is more of a spammable though.
Lightning Orb could probably taken out for Enervating Charge, to fuel Disrupting Throw. Perhaps if you want low energy damage, Lightning Bolt.
The problem is more or less in PVE in areas you cannot DPS anymore since mobs run and/or use Call to torment.
