Anyone else getting this?

Recently in guildwars and for probably the past about 15 minutes, i keep getting a message saying "reattempting to reconnect to server, code=13" whenever i try to log into a town, obs mode, or anywhere. i can only stay in the area where my character logs into the game at. any info on what might be causing this?

Ooh ANET may be testing the new reconnect system, must be bugged at the moment though. They're supposed to be adding a system that logs you back in where you were as soon as you disconnect, although it seems to be mucking up o.O
