Where have my unlocks gone?

I'm not quite sure if this is the right place to put this, but there you go...

So, I'm doing some chest runs (oh fun) and i get some useless purple (as usual). I identify it to be told I have just unlocked "Strength of Honor" 13%, which is a lie; I am fully unlocked. I ignored it, assuming it was just a bug. I then unlocked a shield upgrade apparently again making no sense since I am flly unlocked. So I went to the guild hall to have a chat with the priest. According to him, I have never unlocked any inscriptions, wand upgrades, shield upgrades or focus upgrades. I can log onto a PvP character with items I've made previously, go up to the priest and have there a pvp item on a pvp character which apparently I should have never been able to make.

Now it is only a minor setback, but besides being irritating it struck me as a rather queer thing to happen... Has anybody ever 'lost' unlocks before? (And can I get them back without respending faction? )

Just to clarify, before anyone suggests otherwise: I am, well, was definitely unlocked, I'm not just being dim.

Ya, it might be a bug, I distinctly remember unlocking every single non-elite ritualist skill during my first time through the factions storyline and for some reason like 2 or 3 of them recently like with the new interface release became locked again. I just re-unlocked them with my assassin going through factions my second time but I would hate for this type of glitch to be lingering in game.

I had a few skills I bought on pve characters dissapear and get re-locked after swapping secondarys (and only with secondary profession skills). Not many, and not often, but it does seem to happen. I've heard other people say this too. At the moment, it seems too rare/unpredictable to replicate though, so probably best to re-spend a bunch of faction. Even if it's confirmed as a bug by Anet, and they fix it, you probably would have to re-unlock the skills again anyway.

My hunch, (and only a hunch), is that it has something to do with the new ability to swap secondaries from the skills menu vs. swapping with the profession changer.

Yes it also seems that the guild hall NPC's are gone... This is more then a little glitch now. With our unlocks gone and no guild hall NPC's it is a MAJOR set back. Hope ANet fixes it soon.

Was this happening before or after the Wintersday Update?
