Well, these quests don't seem optional, as implied by the update. These quests are likely required to procede with the plot. Bleh. (so update your guide, Savio!)
You get the first quest in Sunspear Great Hall from Castellan Pubba (which is the person foreigners talk to after getting their heroes)
The first quest, Securing Champion's Dawn, is just walking to Champion's Dawn and talking to the NPC outside. He'll tell you about bounties.
The second quest, A Land of Heroes, is likely the reason why you get lv. 15 Heroes. It's not easy.
It's a mini-mission (which the quest log reminds you so nicely), where your party and Kormir go and clear out lots of Corsairs and Kournans. Kormir will narrate to you the events of the backstory.
The main appeal of the quest is that 5 Corsair Bosses will spawn. These bosses are encountered MUCH later into the game, so capping them now is a bonus. (these bosses contain skills such as Reaper's Mark and "You Will Die!")
Also, the quest gives 300 Sunspear Points, which is very hefty. It also means that Foreigners automatically get the Sunspear Rebirth Signet.
And then, presumably, you get The Time is Nigh and continue with your happy life.

The elites the bosses have in the Land of Heroes are nice. Some of them can't be capped until waaaaay later in the game. Too bad I accepted the quest reward without capping...

I think you misunderstood it.
Elonians get the whole Istan isle questset. During these quests, they get sunspear promotion points and their heroes get levelled up.
A foreigner arrives unable to take on any quests and just jump into the game. So, Anet gave them a new quest that essentially gives them what they were missing before, especially the sunspear points, which foreigners likely cannot get in Istan due to their high level (and perhaps a recap of the storyline so far). The quest is not repeatable, so it cannot be used to achieve sunspear rank 9.
