Extra attribute points for heroes

How do I get the extra attribute points to take my heroes to 200 points? Is it even possible. I saw a hero team build on here I want to try and I dont have enought points to do it correctly. Thanks guys.

Heroes should be getting 15 attribute points at level 10 and another 15 attribute points at level 15.
