The attributes are debatable, none of the skills really require a Superior Rune, and a 20/20 Wand + Focus with Energy or Health Mods is fine. The energy management comes from placement of Spirit of Failure, even without Reckless Haste. Signet of Midnight along with Spirit is enough.

The main combo is Mantra + Signet (recharge ~ 7/8 seconds) + Plague Sending. You can then cover the blindness with Enfeeble or Enfeebling Blood, depending upon preference. Afterwards, you can regain energy by attaching Spirit of Failure and Reckless Haste, covered by Parasitic Bond on the tank of your choice. If Resurrection Signet is unneeded, then extra damage in the build can be obtained from Price of Failure, otherwise, the build is nice for shutting down rather than killing. If you want, you can replace Reckless Haste with Price of Failure.

You can be quite hardy if you place Parasitic Bonds on a single enemy every few seconds, you get constant healing throughout the battle.
