PC on two NF gold offhands

Was wondering if I could get a PC on these items:

Holy Vial of Aptitude:
energy +12 (req 9 protection)
Halves casting time of Protection spells(20%)
Insciption: "Show me the money" (improved sale value)

Blessed Chalice of Fortitude
energy +12 (req 10 healing)
Health +29
Inscription: "Measure for measure" (improved salvage)

I realize the inscriptions are horrible, but I figure it's the skin I need to get a PC on.

1. 40k+
2. 25-40k or so imo
