I was wondering, do paragon shouts affect only allies in your party or would they affect other allies around you such as other players in Alliance Battles that are not in your party?

And are there any quick builds that anyone can link me to for PvP games? I cant seem to find any and I'm having a hard time lining up skills for my own build.

Shouts affect all allies, whether or not they are in your party.
