I remember back in the day there was a rumor going around about a version of GW coming out for Xbox consoles. Is this still true today?

Highly doubtful. Considering the massive amount of controls used in the game, console users would be at a huge disadvantage, and would be basically cut out of pvp.

Xbox and windows have incredibly simple coding so the emulator thingys are pretty common.
