7 Fps!?!?!

Alright this might get a little long winded. I used to play guild wars on my parents comp. I now am trying to play on my comp with little success. For some reason the game keeps going from 4-15fps and usually stays at 7 frames. This is rediculous.
My parents comp:
1.4 ghz Intel pentium
512 megs of ram
32 meg vidio card
My comp:
2.53 ghz Intel Celeron
1 gig of ram
256 mb Radion X1300
any help would be nice

Thats normal. Theres alot of factors. The FPS numbers on the new guild wars thing jumps all over the map for me...from 5 to 35 while i'm justing doing normal stuff.
As long as there is no visual lag on the screen effecting your play, don't really worry over numbers.

Few factors:
1: Do you have the same graphics quality on both computers?
2: Measure it at the same place, not 1 ingame and 1 in an outpost
3: Amount of programs running in the background

Celeron = not equvalent to a 2ghz P4
X1300 = bottom end GFX card.
Bearing that in mind, have you installed the latest ATI drivers? I still wouldnt expect wonders on that system.

also i believe lag can affect this...when i am getting "serious" lag my FPS drop way down...I play normally between 8-16 fps and really dont' find it that bad.

In my personal experience, the location affects FPS a lot. In the slum areas around Kaineng Center, I have noticably worse performance than in other places such as the valleys of Tyria and the deserts of Elona. Are you experiencing low FPS everywhere?
Your graphic settings make a big difference. I have a lower end computer so I have my settings on the lowest possible, and while the graphics are horrendous, the game performance is acceptable and I can play without much trouble. To me, this is much more important than the details on armor and terrain. Beware that the lowest graphics really are terribly poor, comparable to games from the 90ies.
Make sure that your performance isn't hindered by anything external. Close any unnecessary programs, update your drivers, and check your hardware for errors, overheating or conflicts.
If at all possible, buy a better video card and/or more ram. An up-to-date video card makes a tremendous difference.

lag affects fps, just check the difference between kaineng center and an empty explorable area.

You don't need to buy a new video card. GW wants a Radeon 8500 or better to run. A Radeon 9000 or better to run well. Your X1300 is significantly better than a Radeon 9000. It is a bottom end card, but your video card is not too crappy for this game.
You should be able to run it at 1024x768 with all the settings on Medium or High. Celeron is crap, so I'm not sure how much your processor will bog things down with the settings on High, so try Medium first.
You should also try turning down the sound quality and turn off EAX, like sasxa did. You can try the newest ATI drivers and the newest (December release) DirectX upgrade. You can try new sound and motherboard drivers. You should scan for viruses and spyware.

On my old ATI Sapphire Radeon 9250 AGP 4/8x 128mb, I could play at 1024x768 with a steady 20-30 FPS, barely noticed any lagging visually when looking at it apart from crowded areas.

Higher FPS is better. FPS = frames per second, so a low number is like seeing things in slow motion.
I think 20-30FPS is what most people get with this game under the right circumstances, unless they have like a $5,000 computer. Then the average FPS is usually a little higher.
