Yes, people are always rolling new alts and it hasn't been out that long...probably be a few new players who got the game for Christmas too.

The level limit is 20 and there is no exp grind like many other online games. Plus there are level-appropriate henchmen/heros available to you if you can't find players to team up with. So no worries about player levels...

There will always be plenty of low levels. Especially since it's the latest chapter.
Plus think about all the other people deciding to get it because it's so cheap for the moment, or got it for Christmas.
