how does exhaustion work?

When you cast a spell that causes Exhaustion, your max energy goes down by 10. The more Exhausting spells you cast, the more your max energy drops. Exhaustion is removed at (I think) one energy every two seconds (so 10 Exhaustion will take 20 seconds to be removed). Exhaustion DOES stack into negatives, so if you're exhausted to 5 energy, and cast another spell that causes Exhaustion, you'll have to wait 10 seconds before you're able to get any energy.
