According to Guild Wiki HERE
The Elite Mesmer Spell is supposed to be located in the Wilderness of Bahzda from the boss Korrub, Flame of Dreams
I went to the location as shown on map but no boss, I even looked over the whole area for him.
Does anyone know where the actual location of this boss is?

I also tried to find this boss, then tried to find the quest but didn't find the guy who gives it ... ???

Wow, thanks! I did not see that requirement. I went to Dzagonur Bastion and got the quest, I should be ok now.

you can get the quest from Lieutenant Murunda in Dzagonur Bastion.

There might be some mission or quest that needs to be done before he gives you the quests, when you finally get the quest from him, he will have 3 of them to give you.

I believe you have to beat Dzagonur Bastion (Mission) before she dispenses quests.

Completing either Dzagonur Bastion or Dasha Vestibule mission will unlock Destroy the Harpies.
