Regarding the shield, if you check out the stickied thread on Rare NF weapons authored by kobey, it lists a req 10 tactic shield with this skin at 50-100k. I have no reason to doubt the guide.
As for the hex requirement mod, it is true that people don't seem to like them much, but in the case of this shield people aren't going to even see the mods IMHO. They will be buying for the skin and req.
Look for other opinions though.

ookay...mods for all NF items don't matter because you change everything about them.
i would say 40k+.
and also again about the 2nd staff, the mods won't change the price.
