Since blacksmith isn't as hard as Treasure Hunter or Wisdom, it can be done on normal items, the rank goes up much higher and gives less of a bonus because it's easier to achieve. I gave it 8 tiers because currently, it is only possible have a 92% chance to successfully salvage an upgrade without destroying the item, so this would give those players 100% if they were to complete them all.
The price would be 4.8 mil if you use an expert salvage for the entire title, 6 mil if you use a superior salvage, although I'd expect it to be around 5.5 mil unless they're persistant enough to keep buying expert salvages every 25 uses. I made it to be aroun 6 mil because currently treasure hunter and wisdom title tracks are roughly about the same prices.
I'm not so sure Blacksmith is a good name for the title since you're not really making anything, but instead taking things apart, but I guess overall you're taking stuff apart to upgrade something else or use the rare materials, so it's not all bad. I was also considering making it just go to 7 tiers instead, to make it fit in better with the current titles and then make the ranks each a multiple of it's counterpart's. For instance level 1 in wisdom is 100, level 1 in blacksmith could be 500, but that'd have to be worked out so that it ends up costing approximately the same amount. I'm sure I left something out, and if anyone has any questions or comments, I'm going to do my best to clarify or answer anything.
