No, there are no level requirements to wear armor. Have you ever heard of Droks runs? Low levels have been wearing max armor since Prophecies.

Just means that you have to complete a quest in order to access the armor, unlike other armor, which can be crafted as soon as you have access to the location the crafter is in.
