I just started a new guild and one of my friends was saying something about paying an annual fee. He said that you had to pay so much for each member and so much for each officer. I can't find any other place that says this. Can someone clear this up for me?

Your friend is incorrect. There is no yearly cost. The only additional fees you'll pay is for getting a guild hall (sigil) and staffing it with merchants. All of that is completely optional, and you can do just fine with nothing but a cape and a name.

The only cost after that (if it hasnt changed) is that when you invite people to join, the invitee gives the new member 100 gold pieces..

Well not quite give to the new member, but it costs 100 gold to send an invite, whether or not they accept it. Consider it a fee for the paperwork involved to register player X as a member of your guild, gotta love bureaucracy
