I was in LA D93 from midnight PST for over an hour and Dwayna/Grenth never showed up. I hopped over to Kamadan D85 and people were saying the same thing. Did anyone else notice this? And why would this be?

It seems bugged, it's the same story in the high districts of the European server.

interestingly enough, D 101 LA was full right before the event...although im not sure how this relates to to that....but still, im betting they didnt have the avatars spawned in the districts created after they spawned all the avatars...if that makes any sense...

I dont belive so...its just the districts that already existed before the event started.
