Well, considering that Guild Wars is labeled an MMO, and not an MMORPG, I think that marriage within the game would be a bit more than just a stretch.
To explain my point:
Guild Wars is about two things: storyline, and PvP. The eventual goal of the storyline is to prep you for PvP - at least, this is the impression I have always recieved.
Now, there is a third point that is very obvious and doesn't need mentioning, but because I want all of my bases to be covered, it's: to have fun. The idea of marriage within a game is a fun one, granted, but I can just think of where it would head from the get-go.
Your idea of having some special content for married couples is nice, but ultimately unsatisfying; I would hazard a guess that after a very short period of time everyone would be married to someone else just to have access to the special items you recieve - it would be more incentive than just plain fun, and when you give the greedy (lots of those roaming around) incentive that can in any way be construed as monetary, you know the flocks will come a' running.
There is an easy solution to this problem, which is to customize items acquired by the married couple to the married couple alone upon acquisition, but eh, is it really that great? Is it really that special?
Marriage was fun in a game like, say, Morrowind. But, in a game like Guild Wars, World of Warcraft, etc. it just doesn't fit. Not as an official patch to the game. Getting married for role-playing purposes seems more suited to role-playing games, which Guild Wars is certainly not.
That said, it's always fun to get together in a guild hall and have a blast with friends. I would imagine that if you wanted to be married to another character within the game you could simply gather together a group of friends, lots of novelty items, some in-game alcohol for a reception afterwords, and all go nuts and dance once the she-bang was through.
But as far as official content goes, I think it'd be more of a waste than anything, as nice an idea as it may be.
