Yea the name and character ID acts as a primary key in the DB for customization. In the old days before they fixed it you could use Customized weapons on characters of the same name , but here is what happened...
People would make PvP characters with max armor and max weapons, and then Mule all that stuff onto another friends character to hold for them. (This was a long time before storage existed) Then they would make a PvE character... lev 1 and rush through pre-searing and meet the mule in Ascalon City. they would give them back the stuff they were holding and they would put it on. Bingo you now have a Lev 3 or less PvE character with Max PvP Armor and weapons. Off they would go to dominate low level arenas and then go power leveling by getting a run to end game areas and just henching it. Since they have really good protection they leveled really fast even while dead. Another exploit that has since been fixed.
Now the reason that trick does not work anymore. They added a unique character ID to the customization process so the hash key does not match when you try to put on the armor for the other character. Sorry thats just the way it is my friend. You will have to go and keep your "account" weapons uncustomized if you plan to share it with other characters. The plus side is that customized weapons do work for your heroes on that character so at least they have an added purpose when you upgrade a weapon over time. You can still use your old weapon on a hero instead of just salvaging, or trashing it.
