Hi,
When I load maps on Guild Wars my HDD works away very hard, and about five minutes later I see my character(when I check average ping it's 11000). On my USB Modem I have a light that flashes when information is being transferred, while GW loads it does not flash meaning it's not the internet connection. I used to play Guild Wars prophecies about a year ago and I don't remember it loading so slow, it seems after installing Nightfall it become slow. I've tried defraging and it didn't make a difference.
Specs:
Intel P4 2.4Ghz
512MB RAM
NVIDIA GeForce MX 420 64MB
I know my graphics card is bad but when I used to play GW it didn't load so slow. Also when it's finished loading I don't get much lag, except maybe when
entering a battle. I run at about 21FPS.

Turn down your Graphics settings to fastest. Turn down your Sound setting to fastest. Also check and see if when you load you have a small lightning bolt in the upper right corner, if so you are still downloading/decompressing files while you are in the explorable (might explain the high pings.)

since you are playing on a modem...you can possibily lower your MTU size,..I know that used to be common before Highspeed internet and if u check the web i am sure you can find out how to do it. I think the default is 1500 and alot of people split that in half or so i seem to recall...been awhile
also sounds as if you system may be starving for memory...since you have 512 already check you pagesytem file size and see what its set at. if you have the space try to up it.

Format? I really don't know, if it stayed slow, and did it in Windows, then it would be time for a new HDD, but as you say it doesn't, and only when loading, I've not got a clue.

Ok I have discovered something. When I open GW on Task Manager it says I'm using 100% CPU usage, I log-in and then when i press play the CPU usage starts to drop and on task manager the system idle process starts to use a lot of the CPU. When I see my character the CPU usage starts to rise again and System Idle Process goes back to 0. It uses 650MB of the PF max. so increasing the PF won't help, should I put it on a separate partition, anyone know a free partition maker?

Increasing the PF will help, it'll take some extra load off the RAM and stuff... just do it, it can't hurt.
