how long does it take one of you pros to complete a whole build from scratch?

A wild guess.....

About 3 seconds to come up with an idea, about 10-20 minutes to make it (in PvP, MUCH longer in PvE), and about a month or so to make it work, depending on your level of patience and how much time you actually have.

Depends on what you mean by whole build. A single character isn't too bad and can be developed in 15 minutes. A full 8v8 GvG team can take quite some time. You are looking at about an hour to put together the first version. Then it needs to be reviewed, discussed, and modified. It then needs to be tested and further developed. Usually a few days of development will occur.

Im talking about you already know the build you want, then you start the charactor..how long does it take you to lvl it to lvl 20 + cap elite/etc

After the wintersday update, i deleted my pvp Pocket Ranger, and made a pve one, from level 2 i made it to ascalon, was ran to sanctum and the missions in the desert. Then i got a run to droknars forge. From there, level 2 i went to la and had a guildie help me with both 5k quests, which put me at roughly level 3 or 4, i dont remember...but from like 4-12 i was just having a solo monk guildie with double soj just grind away at the trolls with beserkers insight, so needless to say i got pretty good xp. Then i had a few more guildies rush me through the 3 asension missions, fought my dopple got my 50k xp, finished leveling up at sorrows furnace with the 4k quests. Then switched to R/W, spent some time capping Victory is mine, and poison arrow, havent gotten punishing yet. But made it uw vim trapper.

Build i knew i wanted to make. R/me/w Trapper, R/me interrupt, R/Me spike *somewhat*
Time: 1-2 days. the longest part was getting the run everywhere and sleep.

thx 5 minutes or less, unless the PvP character creation is broken.

If you're talking about PvE, a couple of days, depending on how busy I am in real life and if I really feel like doing it. But then again I have pretty much everything unlocked now except for a few bad skills like Rush, so I don't bother making PvE characters anymore. Why would I want to run around the Southern Shiverpeaks with henchies to cap everything again?

PVE i can lvl a lvl 1-20 in 1 day tops less if need be if i use the scrolls and pwr lvlers i do dopple at 15 and usually dont leave pre till lvl 9 so.. i always take scrolls and kill stuff while i am being run to lvl 15 isnt far off lvl 9 is longest to get to

I don't like running, so my strategy is a bit different from most. I would say that it's between 8 and 12 hours of in-game time to take a PvE character from Creation to Completion. In real-life time that could be up to 2 weeks and as little as a weekend, depending upon my schedule. I specifically do the quests that give me the skills I want, and only do the missions that get me closer to where I want to be. Oh yeah, and I fight in Ascalon and Yak's at the appropriate levels.

I grab henchmen from Lions Arch, and just do a city tour of Hot Springs, Beetletun, Temple of the Ages, Fisherman's Haven and finally Sanctum Cay.

I do that mission, buy better armor, grab more henchmen and tour the desert cities. Hero's, Dunes, Augury, Elona, Destiny's, Thirsty and Seeker's. By then I'm usually ~level 15. Then I do the missions and Ascend.

From that point, it's just Elite capping, getting the weapon set I want, and heading off to the real Arenas, or farming the UW/FoW as the case may be.

I usually have to do some tweaking of skills from my initial idea though. A lot of it starts out as, "I wonder what effect these 3 skills would have in combination?" And sometimes the answer is, "They don't work for spit." But along the way I end up with others that do.
