That's only for recently acquired heroes. The heroes obtained BEFORE the update stay at the same level.

Only Olias and Zenmai are level 15 when you aquire them. THey are the two heroes you would bring over from other lands. The wording is a little vague, but what it means is that the heroes you bring from foreign lands to Elona will be level 15. Not all heroes a foreigner will aquire will be level 15 automatically.

Yeah I wish i hadnt rushed my best characters to elona :|
now my mesmer has lv 15 heros while my favorite ele has a level 3 koss :S
also when you get the new lev 15 heroes they still come equipped with junk starter weapons, but new slightly less crappy weps are spawned in your inventory for them.

CLARIFICATION - IF you recieved ANY heroes with a character before the update, all heroes that character aquires will be the crappy low level ones.

No they start at 15 , provided you did not aquire any heroes prior to the update.
If you went to elona and aquired koss before the update, all heroes you get will be at pre update levels with that character.

What I did for those characters: Cleared Arkjok Ward 3 times under all the blessings. that got the 4 heros I needed to use upto atleast lvl18 (three were 20, one was 18).

Remember - foreign character's can still get sunspear points on Issnur Isles & Mehtani Key's. So go kill the insect's and skale in Issnur Isle and coursair's in Mehtani Key's - you'll get double xp and the hero's will level up pretty fast. you can get these point's up to 1K points iirc.
Also, while it's still wintersday - do those quest's as the hero's will get xp from them as well, easy way to get xp for them right now.

I got all 7 of my foreign characters the awful low level heroes when I brought them over one by one to get the hat, at Halloween.

They start at lvl 15 with the exception of Jin and Sousuke.

To be fair, they should have changed the xp level to 15 of any "Basic Four" Hero that was attached to a non-Elonan character and was less than 15. They grandfather in changes in other circumstances, so why not for Hero level?
As far as I know (I haven't gotten all the heroes), heroes "join your party" as a quest reward. Not so "Battle Preparations." Once the heroes come aboard, you can't get rid of them even if you never completed "Battle Preparations" and even "abandoned" it.
It's all pretty strange. As it is, a non-Elonan never has to complete "Battle Preparations" to gain the Basic Four. Just talk to Kormir, return home, and go about your business. Just speculating now, but I could imagine low-level non-Elonans gaining four Lvl 15 bodyguards that way. An unfortunate exploit, if that turns out to be true.
ArenaNet really should fix all this. Make the updated heroes retroactive, where appropriate, and make their acquisition a reward for quest completion.

I remember 20 minutes of watching a level 2 Koss run into a group of plants in Marga Coast and getting clotheslined by the ele. "He's up... no wait... he's down... he's up... he's down". Funniest thing. Not as much fun to watch a higher level Koss do that. He doesn't die as much.
