Are shame and guilt effective in PvP (HA, GvG)?
They seem to act as e-denial, make spells fail (like a pre interupt) and e management skill.
I dont have any experience in PvP with a mesmer, so im asking you guys if its any good. Ive not seen ANY builds with it so im asuming its not, but the descriptions look nice.

Unlike mobs, players have the option of not casting such and such spell when they see that hex go up. So it's a temporary shutdown, but it doesn't act as e-denial or e-management then. Also in many forms of PvP, there's enough hex removal on monk bars that you have to use several hexes on your team if you expect any of them to stick. It might be useable in arenas but probably not beyond there, except maybe on a monk in some soul barbs build.
If your good and have fast casting, you might be able to drop that hex on the player while they are in mid-cast, but the mes interrupt skills usually do a better job at that and have better effects.

Shame is often used in spike builds. Putting shame on a monk just before a spike means the monk has a lot harder time saving the target, as there should not be enough time to remove it.

Anything that gives more energy than what you invest into casting the skill is a form of e-management. Mobs are actually smart enough not to cast at certain times, its when you occasionally catch them off guard.
Guilt is more easy to pull off than Shame is, especially on elementalists and ritualists who are fabled to spam skills on a constant basis.
Shame is best used when you want to have one monk distracted with the hex, while your team takes out their desired target. It has a close effect to Diversion, more as a backup than its replacement.

30 second recharge does sound pretty long, but it's energy steal is the most efficient one. I guess it makes up for the long recharge.

Unless the aim of your entire setup is to deny energy and pressure out foes in that manner, Guilt and Shame serve somewhat little purpose as the overall denial supplied by it is practically negligible, and the foe can simply cast the spell again - or not cast at all and wait it out/have the hex removed, while the long recharge does not allow significant disruption.
Shame can be useful on occasion in the same way as Blackout and Gale are used on a monk to provide a brief time to get a spike through. It has been used by various spikes (some euroways and adrenspike builds, etc), but is still uncommon as it has less overall use than skills like diversion.
