PC on sharktooth shield and some questions

Reduces blind duration by 20% (stacking)

ok I am pretty sure this shield has no real value other than to the merch but I had a couple questions just for my information. The rare skin thread has this shield skin (obviously with max armor and req 9) at 100k-120k. If the armor was the same but the req was 9 would it have any value or is the fact that it's not max make it worthless no matter what the requirement is?
