1 hour ban for the first person leaving RA.
This way, people leaving for a legit reason won't care, but the a$$holes who farm glad points by leeching the monks will.
Don't bring up crap like "what if they disconnect," GW knows the difference. If they unplug their router to escape an RA team, thats at least 2-3 minutes anyway until they get back to RA anyway.
Every 2 error007's within 5 minutes of each other = 1 hour ban.

/signed, but there should be an option that if the majority of the party votes to "let" them leave, then they dont loose items, but if not enough vote to let them leave, and they still leave, down goes to the items.

Though I understand you have to leave sometimes for some reason,
people leave just because they don't like their team setup in most cases.
I think it is design error because one selfish mind can ruin many others' fun.
Fortunately, A.Net should be able to fix this without much difficulty.
Here is my suggetion.
My idea to reduce leavers
- You get 1 penalty point whenever you leave any pvp match ongoing except GvG.
- When you get 5 penalty points you will be banned from all pvp activity except GvG for 1 hour.
- Penalty points reset after taking 1 hour penalty.
- Penalty points reset every 12 hours.
*Balthazar/Gladiator points penalty might be better.
Exceptions
- When you are disconnected from the server.
- When you are dead for more than 10 sec.
- When more than half of your party members resign.
- When a certain time passes since the match began. (f.e. RA,TA:15 min HA:30 min)
- When someone else leaves.

Sometimes when you do missions with random groups, every single person on the team is severely retarted, but it doesn't show right off, sometimes it'e ten minutes into the mission.
When people won't listen to reason in a Mission, and repeat near death experiences seemingly on purpose, I won't hesitate to grab ths mission item and map out.
Though I don't know if the item drops or what..I've only resorted to this once.
In addition, Iuris has an excellent point, as well as Anarkii.

This topic has been opened so much, and has been discussed on every level as well. There is always a way to get out of leave issue by dceeing. The good will suffer from the bad. If u want to have less leavers it is best that you find some buddies and dive into team arenas.

Just make leaving count towards a leaver title which overwrites any other title. These points will reduce over time. If you get an occasional disconnect, it doesn't matter because that point will be gone by the time it happens again. If you get the title, well, then it's up to the party leader to decide whether to accept you into their group or not. You won't get these points if you go full hench. So you can still solo.

People, think clearly! This is a game for God's sake, not something you MUST live for. Here are few things to consider:
1. ANet will never under any circumstances block its players from joining the game world - or they will lose tremendous amount of money. Most people will quickly find another games to play.
2. All of you (and I'm sure of it) have disconnected at least once during a critical state in PvP/PvE. Actually, the most people who cry co much about leavers tend to leave groups way to often themselves.
3. When searching for a way to solve this problem, stop thinking about penalizing the people. This is a game and it's played for fun. Instead think on a way to work around it (the idea with replacing the gone player after the timeout is over with a henchman is really good!).
I my self got tired long ago from leavers and since then I always play PvE with henchies and since Nightfall with heroes. ALL missions can be done with master reward (bonus for Prophecies) only with henchies. I know because I've done it. And about the PvP - most of you already belong to a guild, so form parties with people from your guild or alliance. If you are not in a guild, join one! If you don't want to join, well, it's your problem.
