I've seen this plenty of times and at first thought it was at my end but having had a few guildies try it out as well it seems to be a bug. I spend a lot of time in Kamadan with my mule listening to wtb's and selling off my stuff, I also use the trade option in party search to contact buyers. It seems that a lot of the wtb's in the party search window aren't even online.
That's just a small portion of the trade window and not one of these people are online. There are several others that I checked that aren't online but I didn't want to fill the post with pictures.
Is this a 'feature' or a 'bug' as I'm leaning towards bug.

Yea, i have also noticed that while trying to whisper someone who is in the party search thing, they are often offline. Could there be some way to fix this bug so as to remove offline members from this party search window?

I've noticed this, too. It seems to only happen when you are in Districts higher than 5 for some reason.
