Not bad. You can get improved versions from other collectors later on with more energy.

30K is not that much..
Is a pretty good item, but it's not worth alot because of the low energy bonus

looks like a collector or crafter item to me, so yes its a good item, but there are better ones out there

It's worth nothing being a collector's item still it has decent stats. If you're planning on upgrading it you can choose between the Kindlerock (green fire artifact) which has a req. 9 +12 nrg 20% chances of fire magic +1 and 20% faster casting on fire skills (you can get it for around 30k) or a collector's item which will give you a 20/20 bonus (faster casting/faster recharge) with +12 nrg. Definitely recommended the upgrade.
