Can you apply insignia to Nightfall collector armor?

I know you can apply them to any armor crafted in Nightfall, but what about those that are obtained from collectors?

Unless it already has 'stats' on it, I would say yes.

Yes you can, but why would you bother? You don't really need insignias on non-max armor.

No there isn't. The only collectors are in Istan, crafting max -15 AL armor.
