PC on sun and moon shield req 9

hi i need a pc on this shield:

gold sun and moon shield
armor 16 (req 9 strength)
+29 hp
-2 dmg while in stance

rare elonian weapons thread states that this skin is worth 150-200k... do mods on the shield add to the worth of it or not?
