do they take affect even during an event like this....say you get the double exp gain for capping an elite you get 10k this weekend...if u use a scroll that does 2 x exp does it make it 20k exp?

Scrolls have never doubled XP for capping, they won't now. Only for killing monsters - no capping or quest-cashing.
