Lots of people. The storage system is inadaquete for some people. A member in my guild has 20+ character slots and only plays on 4 Characters. He is spending $10 on each slot so he has spent over $100 bucks on extra slots to be used as mules. Its an interesting idea.

The first thought that comes to mind is that it is too much storage, but then if you are willing to spend alot on mules then you can already have a lot of storage. However, I don't think it should be endless, just a certain number of extra slots.
