I think those are at least semi-rare skins. And the mods are very nice for someone that likes a wand/offhand combo instead of a staff.

Maybe 10-15k? It's just a best guess. I haven't seen enough of them bought and sold to know for sure. Believe someone that knows more about hypnotic scepters over me.
