Circumstantial, but highly likely in my opinion. It's when my problems began, and judging by the date of all the recent error posts, everyone else's.
I have seen no ANet acknowledgment that their recent update has any connection to the slew of Error 007's (and 58's) that has been visited upon the Guild Wars Community.
A standard reply from ANet on the Error 7's simply states that all Error 7's are "unique" to the individual account and bear no relation to the game servers.
I have my doubts as to the accuracy of that statement.
