This Paragon build works as a bonder, but is capable of doing more things then just negate damage. Though it hast got REAL constant halvation, while the normal Monk bonder does also -50% damage.
Although I must admit that a monk bonder will work slightly better, I can't admit that this isn't a bad way to do it.
