Yep, it was essentially a different team who made factions. Then the prophecies team did NF. So ch4 should be comprised of mostly factions devs.

And did you guys forget that there was a team that developed Sorrow's Furnace? That was the team that made Nightfall, if I understand the system correctly. And I'm fairly sure there's a third "bugfix" team that works on keeping things running smoothly between chapters.*

For the ten billionth time, the "team" split is not that absolute. Rather, specialists in whatever field's currently in crunch mode will get pulled over to the current "active" project as needed.
e.g. The need for concept artists for Chapter 4 is (I'd imagine) long past, so they'd presumably be moved over to working on (a hypothetical) Chapter 5 by now. Whereas voice actors aren't needed until pretty much the very end of the development cycle.
Oh, and to any Factions team members reading - you made my favourite Guild Wars expansion so far, so thanks! The exploding Afflicted was a bad decision on your part, though.

I imagine that there is a lot of crossover between the dev teams as each chapter is a year in the making. People seem to confuse the time frame for chapter development and the time frame for chapter release. ANet is using a staggered dev/release system.
Roughly it would go like this.
April 2006 - release Factions, begin Chapter 4
Oct 2006 - release Nightfall, begin Chapter 5
? 2007 - release Chapter 4, begin Chapter 6
And when they need a "let's have fun" break, they tweak the existing chapters, so they can drive us crazy and/or relieve any boredom that has set in for the player community.
And any unreleased chapters are speculation on our part. ANet is unlikely to announce ahead of time the end of any new chapters for GW.

The "Making of Guild Wars" DVD that came with the GW:NF CE is somewhat informative on the teams. And I do remember that a bit before NF came out it was stated that they had two teams working on chapters and a third "live" team working on the events and such.
