Actually Radiant insignia is the worse insignia you can use on heroes. Im sure there is 1% exception to this rule though.
This is not PvP.
1) Heroes usually wont instantly spam skills, at least not all. Therefore they're going to lose less energy than player w same skills
2) In PvE everyone regenerates while walking from group to group. In PvP that's not possible. Hence, energy is less of an issue in PvE. You're supposed to kill enemy groups fast. If not, use better skills
3) Heroes can have excellent energy gains like Power Drain. Necro heroes have awesome Soul Reaping which is overpowered in PvE.
4) From what i've noticed armor is so much more important than energy. Extra health too. More armor you have, less monks need to heal, and more energy they have. Much more than if u put radian insignias on others. Heroes wont kite like players can (even though most pvers never do either), and they are more susceptible to AoE.
In theory, radiant is cool. In practice, my caster heroes had radiant insignias, but i soon replaced them for armor insignias. I like it much much better now.
+7 energy wont help that much, really, and if battle lasts 30min (just trying to picture it), you lose that small advantage in the beginning, and then what? But, +10 or +15 armor is always there, no matter how long the battle is.

I have his Chest and Leggins with Radiant (+3 Energy to Chest Armors and +2 Energy to Leggings) and the rest I had him on Knight's. I figure that he or I won't be missing those +3 to energy. I plan on switching his weapon (as well as my weapon) since we both have 15% always / -5 Energy weapons. So might as well get protected with the Knights Insignias.

My general formulae for equipping heroes goes like this:
Melee Heroes:
Runes: 0/1 major rune, 2/1 minor runes, 1 attunement and 2 vitae
Insignia: Stalwart/Sentry/Blessed (depending on type of set up - Koss usually has one of the 1st two.
Monk Heroes:
Runes: 1/2 major runes, 1/0 minor runes, 1 minor vigor, 2 vitae
Insignia: Radiant/Sentry* - (*VERY rare, only use in 1 specific build.)
Caster Heroes:
Runes: 1 major rune, 1 minor rune, 3 vitae.
Insignia: Blessed/Sentry/Profession-Specific
Ranged/Hybrid Class Heroes:
Runes: 0/1/2 major runes, 2/1/0 minor runes, 2 vitae
Insignia: Stalwart/Sentry/Profession-Specific
So, specifically, Koss usually gets Stalwart, because the benefit is unconditional, plus it's cheap, unlike most warrior insignias.

Dreadnought's. Cheap and effective, without being limiting like Sentinel's.
