P/C on purple 16 armor req 9 strength eternal shield inscribable

i got this shield that dropped while doing gates of pain mission

although it's purple it is still max armor of 16 and req 9 strength

the other stats on it are

armor 16 req9 strength
health +40 (while enchanted)
physical damage -2 (while in stance)

is it worth the same price as in sticky,and is it worth inscribing to perfect?
