I doubt that.

Both the Stonereaper and Kaolin Accursed Staves (Factions Greens) come extremely close to those stats, except this staff takes what the Stonereaper lacks and applies it to the Kaolin, vice versa which ever you wish. To further that, both Greens give chance to boost your Curses Attrib during Cast by 20%.
