Maybe your firewall is just blocking the new EXE-file everytime after an update?

Please post some more information on your system, your connection type, your provider, and the software you are using to protect your system (Firewall, aV).
Some Security suites have active services that monitor applications even with the firewall and AV systems have been turned off. if you want to bypass your Security suite you need to make sure that those services are also disabled or temporarily stopped. In order to do that we will need to know what you are using to make sure that is not the case.
Otherwise this could be some sort of issue with the data center you are being routed to or your provider maybe performing maintenance. My logic here is that the time it takes you to reinstall guildwars may be enough time to temporarily resolve the issue and allow you to reconnect.

i have this exact same problem. i don't know of any fix except to reinstall quildwars. after update, guildwars simply won't connect to the servers. this happened to my old laptop also. but it has never happend on my desktop. now it happened again on my new desktop. both things that the 2 have in common is that they both use intel ethernet connection. on my old desktop the ethernet port is gigabit. anyways i use nod32 for my antivirus and basic firewall provided by my router. the router is a DI-624.
PS. i sort of found an easier way to fix this instead of reinstalling every time. make a back up of the gw.dat file after you installed everything. that way when a new build is out you dont have to reinstall from all the discs and you dont have to wait for all the downloads
