Muddy textures on other players

Alright, so I know the muddy textures on other players are to help performance...but is there a way to up them to high quality anyways? Some sort of .ini file I can modify or something?

Has this "feature" always been in place? I only recall noticing it when I started back in GW a few months back.

I wonder how much lag it reduces...seems like it would only help people with poor video cards. More for reducing video lag more than server lag, I'd think.

As far as i know it has always been there.
