It would make you a much faster Rit if you were casting Rit spells. There are 70 or so Rit "abilities" (meaning skills and rituals and spells) and something like 20 of them are not spells. So, Ya, if you take only the spells with no rituals or signets the Mesmer fast casting will make you a faster Rit.
Unfortunately for you all the coolie spirits are rituals and not spells. So if you're cool with no spirits you should be a lightining fast Rit.

I mean its the Rituals that have the epic casting times, isn't it?
Then again... most Ritualist skills seem to have quite the ridiculous casting time...
So.... what about Destructive was Glaive being used by Rt/D or D/Rt? I don't know too much about Dervishes, but I recall their gimmick is self-ench-removal... (much as the Ritualist gimmick is item-holding and item-dropping, while the Assassin gimmick is attack-chaining).
